Lesotho feels the effects of
the digital divide and says that the definition of the information
society should be a global initiative from which all can take
advantages. The geographical situation of a country such as Lesotho
(mountainous landscape, weak population and defective economy) causes
many problems : the objective of the ICT requires the installation of
electric infrastructures in the rural zones, the training of population
and the necessary human resources. The developing countries have an
urgent need to be able to adapt the ICT to their living conditions. The
use of a foreign language by the computers does not facilitate the
access of these populations to technologies. The adaptation of free
software to the living conditions of populations constitutes a solution
for countries in a development process, as they become aware of the
stake that constitute the ICT for integration in the global market.
Urgent appeal is made for the WSIS to adopt an agenda of digital
solidarity in order to facilitate the mobilization of resources for the
inclusion of all in the emergent information society.

Lesotho souffre
grandement de la fracture numérique et demande que la quête vers la
société de l'information soit une initiative globale si l'ensemble de
l'humanité est appelé à en bénéficier. La situation géographique de pays
tels que le Lesotho (paysage montagneux, faible population et économie
déficiente) pose de nombreux problèmes : l'objectif des TIC nécessite
l'installation d'infrastructures électriques dans les zones rurales, la
formation de la population et les ressources humaines nécessaires à cet
apport de compétences. Les pays en développement ont un urgent besoin de
pouvoir adapter les TIC à leurs conditions de vie. L'utilisation d'une
langue étrangère par les ordinateurs ne facilite pas leur accès pour ces
populations. L'adaptation de logiciels libres aux conditions de vie de
ces populations constitue une solution pour les pays en voie de
développement, qui prennent conscience de l'enjeu que constituent les
TIC pour l'intégration au marché global. Appel urgent est fait au SMSI
pour qu'il adopte un agenda de la solidarité digitale afin de faciliter
la mobilisation des ressources pour l'inclusion de tous dans la société
de l'information émergente.
