The
United States of Virgin Islands underline that the vast potential of
ICTs has not been used for all and that a digital divide threatens to
marginalize many countries in the developing world. The information society
should be oriented towards eliminating existing socio-economic differences,
in order to avert new forms of exclusion. Programs with the development of
the people as a main goal should be encouraged and assisted by international
community.
