The
United States of America explains that the prosperity of its economy
owes much to ICTs, a high priority for the development of the science and
technology infrastructure. The United States of America are committed in
expanding international digital opportunities. The Digital Freedom
Initiative launched in Senegal and expanded to Peru and Indonesia is an
example of this commitment. The intention is to expand the program to a
dozen countries over the next five years. Innovation in the development and
use of ICTs depends on three key-principles : investment in research and
innovation, investment in human capacity to use ICTs and confidence - on the
part of consumers, of innovators and of producers - that the work will not
be in vain.
