Turkey believes that the
contribution of the developed countries to the development of an information
society is essential. For this purpose, the transfer of information and
experience from developed countries should be encouraged, with the creation
of pilot projects and public-private partnerships. The cooperation among
governments on the one hand and the private sector and the civil society on
the other hand must be strengthened. The right to access to information and
knowledge should be included among the fundamental rights and freedoms : it
should be defined as such at constitutional level. In addition, the sharing
and dissemination of global information and knowledge contribute to the
development of an international solidarity and cooperation in combating
terrorism.
