Serbia and
Montenegro say that ICT
development has democratized the global public opinion and favors the
democratization as a global process. However, Serbia and Montenegro believe
that the IT systems make it possible for the most developed countries to be
dominant and for the English language to become linguistically supreme. It
is necessary to identify ways to maintain the cultural identity and the
language diversity. The most controversial aspect that Serbia e Montenegro
points out are the effects of the new IT systems in terms of infringement to
Human rights through encroachment on the privacy of individuals and secrecy
of many personal data.
