Romania emphasizes that, in
the last two years, the country introduced instruments of electronic
governance at the level of central and local administrations. It also
designed and implemented a strategy to develop the Knowledge based society.
During 2004 the Romanian schools will be equipped with about 500.000
computers. The information society is a link between development and
democracy. By generalizing the citizens' rights and freedoms, we have the
opportunity to reduce the economic and social gaps. Romania wants to point
out that globalization through promoting the information society is not a
threat for local cultures and values, on the contrary. ICTs should be
people-centered in order to achieve social justice and equality.
