Portugal
wants to
underline the tremendous importance of the Summit and of its preparatory
process. It allowed our societies and our governments to approach together
the challenges of a new world. Human resources are the most important asset
to face the challenges and opportunities. In the last year and a half,
Portugal institutionalized a transversal approach for development of
government policy for information society. Five strategic documents,
containing guidelines for the implementation of this policy until 2006 were
already approved : the action plan for information society, the action plan
for Electronic Government, the national initiative for Broadband, the
national program for the participation of citizens with special needs to the
information society and the national program for e-Procurement.
Portugal also launched several projects, such as, Virtual Campus, working in
all Portuguese universities; Citizen Portal, facilitating the access to
public services oriented to citizens; Electronic Public Procurement; and the
national initiative for Broadband. As many other countries, Portugal
considers important the respect for the culture and the linguistic
diversity, as well as the promotion of the attractive contents of each
region. For Portugal, the development of a truthful information society
needs the mobilization of public and private instruments and resources.
