The
Philippines affirm that the ICTs development is a priority of the
government, in order to develop all their opportunities and, with
traditional media, to fight poverty and gender inequalities. The information
society should focus on people, on their basic needs. The Philippines are
committed to empower the use of ICTs in rural and marginalized areas. They
are also undertaking the creation of a Community e-Centers, a common
platform for e-Government, distance education, health and other social
services.
The Philippines
support the idea of guaranteed technical and financial assistance for the
equitable and inclusive development of an information society. They
recognize the importance of cyber security for the protection of individual
privacy and of Human rights. Building an information society does not only
mean to provide the hardware and to deploy broadband. It is important also
to respect differences of cultural and social systems.
