Niue refers that countries must place ICT as a top priority in the list of developments. The government of Niue recognizes the importance of ICT for its social and economic development, as well as in education and health. ICT are an important tool to develop other key industries such as tourism, agriculture, fishing, trade and good governance.

The government of Niue is committed to the delivery of universal ICT services, however the costs are high. Niue has successfully achieved its universal telephone services policy through government subsidy. In the future, they expect to guarantee universal internet services.
