Italy talks on behalf of
the European Union, saying that the Human rights and the fundamental
freedoms should be the founding stones of the information society : they
are the principles of its good governance. Without their application,
the information society is not accessible for all.
Italy insists on the identification of a common set of rules to
determine how the elements of the information society are organized. The
establishment of duties is fundamental for the development of the new
society. In this matter, developing countries should adopt concrete
measures to develop their ICT infrastructure and developed countries
should provide technical assistance, training and transfer of
technology.
