The Islamic Republic of Iran believes that ICT will reduce the
distances, in a world where everybody is conscious of the historical
sufferings of the human beings caused by the distance and "separation"
between the languages and the fields of knowledge. The era of
information is also the era of dialogue and of the society in network.
We have to find the formula of dialogue and exchange of information
between civilizations for the era of cyberspace. Cultural diversity must
constitute the common base of the information society. We must work so
that each cultural, social and linguistics group might participate in
the creation of a society based on knowledge. This objective requires an
engagement towards the ethical values, the human rights and the
principles of the democracy as instruments of good governance.
The politicians and the experts should give each other the
means of delegating power to citizens through ICTs. In order to
eradicate inequalities, Iran wishes to act in favor of the right to
development, communication and information. Urgent appeal is launched to
the international community in favor of the developing countries. The
information society should not allow any more the unilateralism in the
flow of data. It should formulate new ethical and equitable conventions.
The international community must particularly assure that no
discrimination exists between individuals, between the institutions or
the countries, guaranteeing the free information and the respect for
values, in order to build, a balance world towards the society of
knowledge and wisdom.
La République islamique d'Iran espère
que les TIC permettront de réduire les distances, dans un monde où chacun
est conscient des souffrances historiques des êtres humains causées par la
"distance" et la "séparation" entre les langues et les domaines du savoir.
L'ère de l'information est aussi l'ère du dialogue et la société en réseau.
A nous de trouver la formule de l'échange de l'information et du dialogue
entre les civilisations pour l'ère du cyberespace. La diversité culturelle
doit constituer le fondement commun de la société de l'information. Nous
devons oeuvrer pour que chaque groupe culturel, social et linguistique
participe à la création d'une société basée sur la connaissance. Cet
objectif nécessite un engagement envers les valeurs éthiques, les droits
humains et les principes de la démocratie comme instruments de la bonne
gouvernance.
Les politiciens et les experts devraient se donner les moyens de déléguer le
pouvoir vers les citoyens au travers du processus des TIC. Afin de gommer
les inégalités, nous souhaitons agir en faveur du droit au développement, à
la communication et à l'information. Appel urgent est lancé à la communauté
internationale en faveur des pays en développement. La société de
l'information ne doit plus permettre l'unilatéralisme dans le flux des
données et formuler de nouvelles conventions éthiques et équitables. La
communauté internationale doit particulièrement veiller à ce qu'aucune
discrimination ne puisse s'exercer au niveau des individus, des institutions
ou des pays concernant la libre information et le respect des valeurs pour
favoriser un équilibre mondial vers une société de la connaissance et de la
sagesse.
