France points out, for the interdependent participants of an universal company, the need for an international dialogue in order to build an information society for all, to share the inheritances, the “savoir-faire” and the competences to face the challenges of the new century. The respect of the values must generate a society based on the principles of freedom, equality and non-discrimination, placing the ICT, as vectors of democracy, to the service of rights and freedoms. It is our duty to bridge the digital divide on all levels, by developing the dialogue between cultures in respect for cultural and linguistic diversity. In order to apply the principles of the WSIS to Tunis, the reflection must tend to improve the governance of the Internet (including the safety of networks, the transparency of domain names, the respect for human dignity, private life and intellectual property, the fight against illicit contents and abuses) in a spirit of promotion of co-regulation, associating the participation of all the governmental, private actors and citizens. France is preparing itself for this, in dialogue with its partners of the European Union and of Francophonie.

La France constate, pour les participants solidaires d'une entreprise universelle, la nécessité d'un dialogue international afin de construire une société de l'information pour tous, de partager les patrimoines, les savoirs et les compétences pour répondre aux défis du nouveau siècle. Le respect des valeurs doit engendrer une société fondée sur les principes de liberté, d'égalité et de non-discrimination, plaçant les TIC, en tant que vecteurs de la démocratie, au service des droits et des libertés. Il est de notre devoir d'agir en faveur du désenclavement numérique à tous niveaux, en valorisant le dialogue entre les cultures dans le respect de la diversité culturelle et linguistique.

La réflexion doit porter, pour la mise de ces principes en vue du SMSI de Tunis, à améliorer la gouvernance de l'internet (incluant la sécurité des réseaux, la transparence des noms de domaines, le respect de la personne humaine, de la vie privée, .de la propriété intellectuelle, la lutte contre les contenus illicites et les abus, notamment) dans un esprit de promotion de la co-régulation associant la participation de tous les acteurs gouvernementaux, privés et citoyens. La France s'y prépare en concertation avec ses partenaires de l'Union européenne et de la Francophonie.
