Finland assumes the success
of the establishment of ICT in its country and appeals to cooperation,
underlining the importance of the human being as an actor and
beneficiary of ICT progress. It says that information is the base of
democracy. The digital divide between the rich and poor countries,
the young and old citizens, those who profit from a formation and those
who remain illiterate, should be bridged. The WSIS invites each
participant to solidarity. Education is the fundamental base of social
and economic development, but also of equality for each individual. The
responsibility of governments is important to support research and its
application in the field of ICT, within a partnership framework between
all sectors.

le succès de l'implantation des TIC dans son pays et fait appel à la
coopération, mettant en exergue l'importance de l'être humain comme
acteur et bénéficiaire des progrès de l'outil que constituent les TIC.
Elle rappelle que l'information est la base de la démocratie. Les
fractures doivent être comblées, entre les pays riches et pauvres, entre
les citoyens jeunes ou vieux, ceux qui bénéficient d'une formation et
ceux qui restent illettrés. Le SMSI engage chaque participant à la
solidarité. L'éducation est la base fondamentale du développement social
et économique, mais aussi de l'égalité dont chaque individu doit
bénéficier. La responsabilité des gouvernements est importante pour
favoriser la recherche et son application dans le domaine des TIC, dans
un cadre de partenariat entre tous secteurs.
