The Democratic Republic of Congo sees the World Summit as a mean to
give the right to information and knowledge to all people. It believes
that ICTs stimulate the economic, social, cultural and political
development and that they could be a tool to improve the quality of life
and to reduce poverty, hunger and social exclusion. The government
established a program in conformity with the goals defined in the
Declaration of Principles and the Action Plan. The program is called
“The New Hope” and, with it, the Democratic Republic of Congo intends to
build a telecommunication infrastructure adapted to ICTs that will cover
the whole national territory; to assure the access to Internet among all
social classes through communitarian centers; to establish new
partnerships through technologies; to reinforce the structural and
institutional capacities; to organize campaigns in order to elucidate
the advantages of using ICTs; to reduce the prohibitive costs of
informatics and telecommunication products.
The Republic of Congo appeals to international cooperation. It also
suggests the creation of a legal mechanisms to protect the private
information and communications.
